Many of you have been in touch over the last couple of
months, asking for news about an extension to HPC-Europa.
I thought I should bring you up to date with the situation. We are currently in the final stages (we hope!) of Contract Negotiation with the European Commission for a 12-month extension of the programme, to run from January to December 2008. We are reasonably certain that negotiations are going well and we will be funded, and we have now opened up the webpage for new applications to the programme. We hope to have a closing date on 15th November, with a selection meeting held just before Christmas, allowing visits to start in January 2008. Unfortunately at this stage the contract has not been finalised and signed, so although you are welcome to submit an application now, you should be aware that you do so at your own risk, and that there is a chance that we will not receive the funding and therefore the time spent completing the form will have been wasted. However, we believe this risk is very small. On the other hand, with a planned closing date just 4 weeks away, we have to do some publicity for the closing date now, even if the contract is not yet signed. Our understanding is also that, contrary to what we had expected, the 13-week limit does not carry on into the contract extension (although again, this is still to be confirmed). This would mean that those who have visited for 13 weeks in the past would be able to return for another visit. Please note, however, the following: - the extension will run for 1 year and will receive much less than a quarter of the 4-year budget for HPC-Europa; at EPCC we will be able to take only 22 visitors in the year, compared to 45 per year under the current contract - this will make competition much stronger; - one of our obligations under the EC contract is to give priority to new users, so even if you submit a good application, you may not be accepted this time around; - although the 13-week limit may not continue into the extension, it is unlikely that anyone who has been before would be accepted for a visit of more than 6-7 weeks, unless their previous visit was very short. Looking beyond 2008, we expect a Call for Proposals to be launched by the European Commission in November. This would be for a continuation of HPC-Europa, which will include a visitor programme again, but which may be re-focused according to the EC's priorities, and which may involve different partners.
This new programme would be funded under the EC's
Framework Seven programme, and would be expect to cover 2009-2013. At
present we don't have a lot of information about the Call for Proposals
and the exact priorities, nor do we know the timeline: the Call is
expected to be launched in November, with a submission date in February
2008. Given that we submitted our proposal for the 1-year extension at
the end of April and still don't have the contract confirmed (and this
was a simple extension of an existing project, not a re-written and
re-focused project proposal), I would consider it extremely unlikely
that we would have further information about that before this time next
year.
I hope this clarifies the situation as it is at the moment - as you can probably imagine, it is frustrating not to be able to have concrete information about a confirmed extension to the project. We will of course let you know when the extension has been confirmed. In the meantime, you may wish to start preparing a new application in preparation for the 15th of November, and please feel free to mention this to any colleagues whom you think will be interested - but please make sure to tell them that this is still subject to the funding being agreed by the EC!
